ScpTxData class
Holds the assembled SCP transaction plus the signing digests.
Unlike ScTxData, SCP does not use WASM — digests are computed in pure Dart
via ScpSigHash, and signatures are stored in transactionSignatures[*].signature
(base64-encoded Ed25519).
