FakeLoadedShaderLibrary class final

What FakeBackend.loadShaders hands back: the bundle's own names, answered with handles that survive a reload.

A fake keeps the one promise that matters about a loaded library — a handle already handed out is the same handle after refresh — because the renderer holds its vertex stages for its lifetime and a test of the reload path needs a device that behaves the way the three real ones do.
