GpuCanvas extension type

A canvas, reduced to the one call a backend makes on it.

Typed over JSObject rather than over package:web's canvas element on purpose. This package does not depend on package:web, and the whole of what presenting needs from an element is getContext("webgpu") — so an embedder that has an HTMLCanvasElement from a platform-view registration, and a test that has an OffscreenCanvas, both wrap it here and get the same context back.
