Optional FileSystem capability: byte-range reads.
Powers windowed session loading (SessionChunkReader): the app reads
only the tail of a JSONL session file instead of materializing it whole.
Backends that cannot seek (pure web stores in v1) simply do not
implement it — callers probe with is RangedReadFileSystem and fall
back to the full-load path. Decorators forward to their delegate so
wrapping an env never hides the capability.
