tools property
The capability-gated core tools, in the canonical registration
order (builtins → memory → schedule → ask → secret → vision →
transcribe → media → browser → host extensions). Set at
construction by wireAgentCore — a wired core ALWAYS carries its tools (no
post-hoc assignment that a refactor could orphan). Child-safe: the
task executor strips only task itself, so the gated task surface
below never rides in this list.
