Compaction is ON by default on every host — the single documented
source of truth (gh-1077 fix contract 4). The CLI has no toggle; the
app shares this constant so the two hosts cannot silently disagree on
whether compaction is even on. A host that ever grows a switch flips
THIS default's consumer, not its own local true.
