Stateful wrapper around the low-level agent loop.
Default for Agent.runIdleTimeout: eight minutes of event silence
outside tool execution. Legitimate silent windows are bounded well below
this — the connect timeout (180s) covers request setup and the provider
stream idle watchdog (300s) covers mid-stream gaps. The one declared
exception is the over-window relief compaction (issue #1085): it is
suspended around overWindowRelief instead of being allowed to fire
mid-relief and kill the run the relief is trying to save.
