CockpitAppAction = FutureOr<Map<String, Object?>?> Function(BuildContext context, Map<String, Object?> arguments)

Handles one app-registered action invoked through the appAction command.

The application decides what each named action does — applying a setting, toggling a feature flag, preparing state for a test — and may return a result map that is normalized, redacted, and size-bounded before it leaves the app process. Handlers may be asynchronous; the command settles the UI once the returned future completes.
