String const kStateRootHelp

The ONE help line every verb prints for kStateRootOption.

It names the GRID HOME rather than a store because that home is where BOTH kinds of state bead the filing verbs need live: the cross-store LINK beads filing/approve read, and the SESSION-LIFECYCLE beads park/unpark close and retire. One home, one option, one resolution.
