TagIntentSetup class

Whether a tag intent can actually reach this app, as NfcUtilAndroid.checkTagIntentSetup found it.

Both of the ways this can be wrong fail silently -- the tap does nothing, and nothing is logged -- so this exists to turn them into something an app can show or assert on.
