createRestoreCredential abstract method

Creates an Android restore credential (restore key) for the given request and returns the credential that must be sent to the relying party server, exactly like PasskeyAuthenticatorInterface.register.

isCloudBackupEnabled backs the restore key up to the cloud when the device supports end-to-end encrypted backups, and stores it locally otherwise. Pass false to store it locally only.
