Creates a new ScopeArgs. region Region where this resource will be managed. Defaults to the Region set in the provider configuration. tags A map of tags to assign to the resource. If configured with a provider defaultTags configuration block present, tags with matching keys will overwrite those defined at the provider-level. targets The targets to define the scope to be monitored. A target is an array of target resources, which are currently Region-account pairs. timeouts Optional.
