Licensing #

• Documented the pinned country, state, city, and translation data sources in THIRD_PARTY_NOTICES.md.
• Added the exact upstream ODbL database licenses, the MIT notice for bundled country-name translations, and the Lucide/Feather icon notices under LICENSES/.
