NoUserTaskTrigger class

A trigger that triggers only if a UserTask with taskName is NOT already on the task list.

Typically used to make sure that a specific task is always on the task list. Note that the NoUserTaskTriggerExecutor only checks the task list once pr minute, so a minute may pass before this trigger triggers.
